You can only get mediocre headphones for under $40. If you are only going to spend $20, it does not really matter which ones you get.

Some Phillips SHE-XXXX should be good.

It definitely matters which ones you get, there is still a fairly big difference between them te best sounding are the Koss KSC75, they're widely known as the best sounding cheap headphones, but they're clip-ons, and they're an open design, so they won't block any noise out. If you're gonna use them in a noisy environment, JVC Marshmallows or JVC Air-Cushions would be best.

SkullCandy Smokin' Buds or the SkullCandy Hesh's
Those are amazing headphones. All for under $50.

i am using the JVC Marshmallows as of now, and they're pretty good!
i've had lots of headphones in the past - the Koss Plugs were great sound isolators, and the Sony MDR's were sturdy earbuds. i was kinda sad when those sony's broke! if you're planning to jog or something, i reccomend not buying the Marshmallows though (or any other earplug like headphone) because i always get headaches when i use them - the unequal pressure is annoying. |

I really like these for cheap they look cool and they sound great. They have a lot of base if you want that. Also one of the best things it comes with the KOSS lifetime warranty.
Koss KEB24g Stereo Earphone from Overstock.com Oh and I got mine at wallmart for 19.99 I think.
