If their website doesn't...chances are it is a dead project. Check the forums if they have one to see if it is completely dead or being worked on.

On the bright side, a friend told me about this mod: Empiresmod.com

Going to try it out later today.

Substance was abandoned to work on another project of theirs for another game I believe.
