If you have a desktop computer that is always on and a decent Internet connection, you can make a server for free.
I've heard about that before. Where I'm at though, Comcast uses DSL which could be a problem. But, how much would the power costs be? I guess it depends on the computer....... I could go ahead and build one with low voltage processors.....
Would these be acceptable stats?

The increase in power cost would probably be so little that you would not notice it. Your Internet connection is quite good for a server, unless you expect dozens of people to download from your website at the same time. It is odd that your upload speed is several times higher than your download speed, but the upload speed is what mostly matters since you would be uploading your website and content to the people that access your website. If you have a greatly limited amount of bandwidth per month, then it could be a problem if your website was to receive a lot of traffic.
You would have to do a bit of research to figure out what exactly you would need to do to set up a server of your own. It is not that hard, though. It would be easier to find a cheap hosting service and use it for your website, but you would not have as much control as if you were to set up your own server.

It's not uncommon for certain ISP's to set the upload speed several times higher than download speed. Not really unusual if you look what company it is.

GoDaddy has worked fine for me. I've had issues with trying to create redirects -.-, but that's it . It's cheap and reliable, and their Customer Service is excellent.
damn u guys are lucky with net speeds. I have the fastest available connection in my country and its only this:
(it sometimes reaches 3 down and 0.4 up)
Oh yeah, and I pay the equivalent of $231 per month for that. :'(

What country are you in?
The nearby ghetto(Okay, part of it) of Tacoma has optical fiber networks so their's is even faster.
