visua c# help installing

help i have tried 3 times restarted my computer and i have no clue what else to try

it gose thru the process of starting it and has u agree to terms bla bla it start downloading but never gets no progress

it takes an hour sometimes, at least it did on my sisters xp 32bit machine, make sure you have the newest windows updates too.
