Is it version 7?

Edit: Never mind about that question that I wrote right above this. What do you mean when you say that it says that it is enabled?

In Tools > Internet Options > General Tab, click the settings button under the tabs section and change your options to what you want there.

If all else fails then goto the advanced tab and click "Reset.." and it will return IE7 back to complete defaults.

However Firefox 3 is about 12x faster and more secure and has a hundred billion trillion addons and themes to customize the living crap out of it and i HIGHLY suggest installing it.

***Anomaly TIP*** For IE7 or FF2/FF3 Under options for home page you can have multiple tabbed homepages open by using a | between sites and each one will open in a new tab. VERY useful if you check 5-6 sites at a time constantly without having to manually goto each one everytime you open a new window/tab. I.E. put this under homepage URL to have google, gmail, and zuneboards open on the same window in seperate tabs when you launch your browser:
