not really... the only thing you can choose between is USB wifi adapter or PCI wifi adapter... usually notebook are the cheapest lol

If you buy anything cheaper I don't think it will be able to pick up your neighbors signal.

Um...the distance rating is the optimum or maximum distance. In reality, you'll get about half the rated distance.
I recommend http://www.ncixus.com/products/25128...01GS/Gigabyte/ then buy a 5-10dbi antenna to hook it up.If you don't buy the antenna, the signal will be around 25Mbits/s

WAIT. If there is a frys electronics anywhere near you, you could wait for a sale there, and then pick up one of their airlink 101 wireless N adapters. It's a PCI express adapter, and it's about $25. Mine reaches to my neighbor's house easily. I get 4 bars.

The quality of the signal totally depends on the wifi chipset's signal gain and the antenna which it is using.
Wireless N adapter used on a wireless G network is a completely waste of money unless it's less expensive than wireless G network adapter. It offer no advantages at all compared to a wireless G network adapter. It gets the same range, same quality of signal and use the same encryption technology. Your best bet is a cheap quality wireless G network adapter such as the gigabyte one i linked to you with a high gain directional antenna.

Ask your neighbour to go to the router configuration page and set the Beacon interval to the lowest value. That way, you'll get better signal.
