No, it's a process used by the Zune software. It allows wireless syncing to occur in essence.

It doesn't need internet access it needs network access to access the Wireless Router it accesses to access to your computer to sync the files.

Zonealarm blocks network access along with Internet access unless you specifiy what it should or should not block. It usually sees all network access as one unless it is specified to ignore local access or home network.
The best bet is to have a hardware firewall alias router. If using WiFi it also good to have it WPA or another security measure running with password protection so no one piggybacks off your internet. Don't let them shutdown your internets!! Heh

Its built into your Router, unless your WiFi Router is not a Router.
