Unless you're eligible for an upgrade, very few smart phones are under 200 dollars. The Samsung Focus on AT&T is 290 to 320 on eBay, and on AT&T's site it's 350 for the no commitment charge. Seeing that he needs an unlocked phone to use a SIM card from out of country, he's probably not on any sort of plan.
