I love how people don't trust science at all. Did people think the scientist just said, "hmm what if we just throw a missile at it?" No, they did more calculations than people could count at physics 1% of the population would be able to understand if led step by step through it, to see if there would be any risk of it going wrong.
As for if it's a good use of money, I say hell yeah. I'd rather bomb the moon than bomb Iraq. Keeping ahead technologically is how America succeeded, how it beat the south, how it became the car capital, how it finished off Japan. Without technology and science, America has nothing. If there is water on the moon, it can serve as informative about the moon's history, which helps increase the understanding and theory of planet development. It could potentially be used as a launching pad to mars and more distant planets. And face it, with over-population and the risk of planet-wide catastrophes, the human race must be ready to move beyond Earth if it is to survive. No matter what your religious viewpoint, there are countless reasons to explore the universe, which has to start somewhere.
