Default Problem with pinouts needed for FM Transmitter

In the progress of doing research before i start soldiering i ran into a problem, the pins labeled in the pinout as 5vdc do not have any power (while in standy, running video, or playing audio), the 1.75 triggers are the only pins that have any kind of juice at all, getting past this would allow me run a FM transmitter off of zune power. help would be appreciated.

are you trying to hack the inside to make it broadcast? otherwise a microsoft car pack lets you do that, just have the transmitter in.

a microsoft car pack allows you to transmit without plugging in the 12vdc adapter in a cigaretter lighter? that was my goal
