Yeah, It doesnt seem to serve any real purpose... I only rep people when I feel rep is required but I have received random rep just because.

I think my rep would be at about 150 if not for all the times Locke randomly +repped me, but it's ok, im not complaining

If I had gotten rep for all the times people repped me on my games tutorial and it didn't count, I'd have more rep power
