Yeah, it would look better, but I merged the layers in the wrong order and didn't notice until I had closed it and everything. That was my first one, so I've learned

then dont merge the layers. save two copies, a copy that has all of the layers (dont merge them) and a final copy saved in .png format. this way if there is something you need to change you can go back quickly and change it withought having to totally remake the entire thing.

But I'd have to agree with Vettexl try and make the scanlines not stick out as much, set the layer to over lay or Soft Light, or just lower its Opacity.
I don't exactly remember what it looked like before... but i like how it looks now. And on the half-life sig, the faded lines are better. I think it'd look cool if the lines were behind the people, so that they stood out more.

My old sig was just the same, only without the random faint white lines in it. And here's what I came up with for the HL sig. I think it looks much better. You had a good idea :
