You could also try Paint.NET.

Corel has a program for like $99 you can find it here

Or you can try any one of these free applications some of which have been listed: Gimp (Gimpshop), Paint.NET, Inkscape, Photoshop Express (Online). What is it that you are trying to do with Photoshop? because contrary to the common belief there are other applications out there that can do things better than Photoshop. It just depends on what you are trying to do.

Paint.net and Gimp are both GREAT programs!
I Use them everyday alongside photoshop.
I however, prefer Paint.net. Much more simple. However Gimp can do more. Just get them both. They are both free after all. =D

well the real reason is because i want to work on a few sprites just for fun and im also going to start programming soon. (still learning) and i was wondering if there was any because paying $700 for photoshop is way to expensive.

However, it might be illegal in your country to download copyrighted material, and if it is, I am not encouraging to do it.

oh no don't worry I am in the USA and even here it is illegal to do things like that. I understand you don't want to promote these things. no one wants trouble now do we?

And for everyone else thanks alot for all your help it's really appreciated.

I don't like using bittorrents because every time i use them i get a download speed of up to 12 kb/ s it has never been higher
I'm actually becoming a little fond of GIMP anyway

if your speeds that slow... may I suggest going to Demonoid? if you're interested in a faster speed just pm me i'm on a 512k line and i usually dl at around 60KiB per second..... now I'm not talking about getting illegal merch. but there are several indie bands that have their songs for dl through torrents on that site... and plenty of other things if you want that...
