I think i figured out how to fix it.
When you try to install an update for the .NET Framework 1.0, 1.1, 2.0, 3.0, or 3.5, you may receive Windows Update error code "0x643" or Windows Installer error code "1603"
i g2g though so i won't be able to finish it til later tonight. I'll post an update so hopefully if someone searches and this thread comes up it will be able to help em out.
God i just did everything on that link i posted but when i went to install the update it said something in the lines of "line blah blah couldn't be found to overwrite blah blah" or something like that. I'll try it again to find out what it said. This is pretty annoying though. It is because i guess i have an earlier version of net.frame or whatever and it is corrupted or something because the new one must replace part of the old one or something. Idk i'm kind of confused but that is what i've got from reading random sites. I probably could do a system restore if i had to but that would waste a lot of my time and who knows if that would solve it for sure.
Edit- guess i'll try the thing on the bottom half. Don't know why my computer is being antisocial.

and just follow the instructions. It does what you have to do manually for you and makes it a hell of a lot easier. Now that i got net.frame installed i should be able to start getting the zune software started.
edit 2- Well now that i've installed every update that Microsoft offers on their site, when i unpack the zune software it still tells me i need to update. I'm redownloading the zune software but it still probably won't work. I'll probably just give up for now.
edit-3 after re downloading it, it appears to be working. Almost done downloading the components. Idk why it was acting to funky and i'm not exactly sure how the problem was resolved but it works now and that is all i care about. But i'm not on x64 bit XP though.
