Check your PC or Internet setup, then. That link definitely works for me (I just tried it). Do you have a proxy server or parental controls that might be blocking certain sites?

I don't know your PC setup, so it depends. It definitely sounds like you have some kind of site or download blocker setup in your environment. If you are not the primary PC owner, you should check with that person to see if things are being blocked purposely.

If you are the primary PC owner, there's a lot you can try, like:

1) connect your PC directly to your cable / DSL connection, and try it (if you are behind a router of some kind).
2) Turn off any firewall software you might be running and try again.
3) Try another browser like FireFox (the link I gave you definitely works with that browser).
4) Try other downloads from Microsoft (like .NET) to see if they are blocked. Or try any site with an EXE download, to see if they are blocked.

or jot down the exact error (or a screenshot) - it might provide some clues.

Turn off any firewall / spyware / anti-virus products temporarily, and then retry the link.

If that doesn't work, you might want to try the opposite - scan your system for any viruses, and make sure your system seems healthy (i.e. make sure applications like Windows Update are functioning). I'm thinking that either a piece of software is either blocking the Microsoft site accidentally, or possibly on purpose.

I think you've found your problem. If you clean up your infections, I'd bet one or more of them is purposely blocking Microsoft downloads. Good luck!
