I heard the reason why some of my songs are quieter and some are louder is because of the bit rate. Is there any software that i can use to convert all my songs to a certain bitrate? Preferably freeware.

bitrate will not help no matter what.. just go find a better quality songs... most of the songs you either ripped or downloaded have different sound quality...

Alright i did the instructions part but i dont have a flash drive that works atm. I tried to sync with my portable hard drive but it wasnt an option, so i was wondering how i could do that. I got a program that can balance out mp3 but it wont work for any wma or mp4 that i have.

If you want to 'convert' to a different bit rate, you would be much better off going back to the original analog source and re-ripping it. I don't know how format converters work, but I would suspect the same problem is possible when you go from wma to mp3 or vice versa...
