Zune Not Responding

PROBLEM DESCRIPTION

My Zune has recently been acting stupid. By stupid I mean not charging or showing up in my Zune software when plugged in. I plug the cable in and the battery doesn't make the bolt animation to tell me it's charging. I can't sync or nothing. The software doesn't see my zune. But here's the kicker, whenever I shut my PC off and then plug my Zune in, it charges. I get the animation. Same with my 360, doesn't recognize the Zune, but charges when turned off.

THINGS ATTEMPTED SO FAR

-Uninstalled/Reinstalled Zune Software
-Tried 2 different sync cables that were fine a few hours ago
-Tried connecting to Xbox 360. Doesn't respond either and can't play music although with the PC, it charges when turned off.
-Tried reformatting Zune without software but I can't because the battery low image comes up instead. Since my battery is dead, I will try to charge it on my Xbox when turned off and see if it actually works. I will post if it did or not.

HAVE YOU SEARCHED ONLINE/ZUNEBOARDS TO FIND A SOLUTION?

No. Just the PCI device error in the Device Manager window. It has a yellow question mark beside it.

try charging then doing a hard reset
back+up and then while restarting back+center+left

if nothing else works call 1877GOTZUNE

Hmm..I finally got to do the reformat. But ran into a snag.

I got to the First step that says "Connect Zune to your PC"

When I do that, the words start shaking and it shows that it's going to step 2 and then just goes back to step 1. It just repeats this.

Well, I guess I'm calling Zune support.

Like, it goes from step 1 to step 2 and back to step 1 again in less than a micro second. SO it looks like the words on the screen are messed up.
