is it possible to make a game that has the option to output to the tv via the video cable that plugs into the headphone port or even better would be the usb to xbox 360

No. The programming environment used to make them won't allow it. Maybe a TV-out while playing a game, but that is done via cables and can't really be controlled via the Game.
