Without hops? That kinda defines a beer. You'd be better off with a secret underground facility sealed off from outside air so as not to contract any airborne pathogens, such as the one Nurta plans on. Just hope that no one sabotages it and you'll have a decent, if not somewhat small, supply of hops to make beer with.
