Default Is there ANY way to get past the Pixel Shader 1.1 Error Message?

In Visual C# whenever I try to make a windows program my computer has the error:

"Could not find a Direct3D device that has a Direct3D9-level driver and supports pixel shader 1.1 or greater."

I realize this is because I don't have a good enough graphics card to support it on this computer (obviously). So I was wondering if there was ANY (YES ANY) way of bypassing this without buying a new graphics card.

Nope. Graphics cards can be as cheap as like 30 bucks...why not just get a new one.

Uh, well, considering new graphics cards support Pixel Shader 3.0, and yours dosent even support 1.1....lol... you should be looking into buying a new one as it is.

Yeah well can anyone find a graphics card that would work with PCI slots?
That's right.
PCI
Not PCI Express
JUST PCI

You can get a pretty good one for just 30 bucks. I did, Well, I wouldn't say good, but usable. I hate OEM's ruining the pc game industry.
