i found allofmp3 a great place to get music encoded to your wish for $2 an album.
that is of course untill the russian government shut it down, and it's sister site mp3sparks.com
many small websites are said to be competing to become the next allofmp3 but does anyone know which can be trusted and which will become the next allofmp3

It's not quite as cheap, and you're not going to find any major labels on it, but eMusic is really awesome. It ends up being ~.25USD/song with a monthly subscription. I love it.
