To brush or "blow" their hair like this

At work, there was some young 18 yr old kid who came in with hair like that..and wanted an internship spot in my department.

After the interview, we were cracking up at his hair style. Now its not the first time, I've seen **** like this..but it looks ridiculously stupid. Then a colleague of mine told me her son has hair like that..and calls it 'blowout' hair style.

Who the hell invented crap like this anyway.
