I don't think you know what you're talking about. This does many of the same things as a hard reset, but carries
no risk whatsoever. It doesn't damage anything. Doesn't remove anything. Just adds the default Zune games back in if you've gotten rid of them, and may repair the bugs case by upgrading(though not if their inherent to 3.0, just as a result of not doing a clean install).
