No, that is an RPG, not an RTS. An RTS game is, in most cases, a game where you build up an army and have to take over an enemy fort. Now back to the request, you have to keep in mind that Warcraft and Starcraft are 1. 3D 2. require loads of units 3. is very difficult to play with two buttons and a dpad. I am not saying it is impossible, just improbable.
