I don't think alien agressor suites what you're going to be doing as "dope war" like game is totally a different concpet than alien agressor. You'll be better off starting with this game, http://www.valgard-zune.blogspot.com/ , that is if the developer let you use his source code.

The only other game that's even close to the "dope war" is the british bulldog. I'm not sure, but it seems like it.
