I haven't seen this before. If you go to My Computer and browse to the DVD, do you see the IFO's there? "No Items Match Your Search" sounds odd to me. Is that a Vista thing?
Try unfiltering the file dialog by entering
*.* in the filename field and click
Open. You should see all the files in the window then. It's also possible the IFO files are flagged as hidden (I haven't seen it before though). You can go to
Folder Options in Control Panel to enable display of hidden files.
